It depends on what you mean by "Georgia". If you mean the same thing as the US and Turkey mean, the Russian troops are there and are not going anywhere in the nearest future. If by "Georgia" you mean the place that Russia and some other countries mean, the Russian troops never planned to occupy...
The mystery about Russia is that many foreigners dislike Russia, the Russians and the Russian government. But they never dislike Mr.Ivanov or Mr.Smirnov or Ms.Petrova or Ms.Maleeva. If you got my drift.
Maybe I missed something but it is a kind of confusing. The EU Constituation is not ratified yet, technically. But the President established by this Constitution is here.
