Fertility has been low among the people of Europe, and this problem is already affecting other continents, so all sources of immigrant labour are going to dry out soon. Our society is aging, percentage share of working age population is declining and a shrinking number of taxpayers will not be able to sustain a growing population of non-working elderly people.
Nobody really knows how to solve this problem.
Without implementation of harsh measures it seems impossible. The solution is to implement a drastic policy, but the only policy which can really encourage people to make more children: you won't get retirement pension rights, unless you have at least two children. Future taxpayers, who will pay your debt. Currently I just don't see any more efficient way to increase fertility rates in Europe to the sustainable level of between 2 and 2.1 kids per woman.
