However, in Xinjiang it has become defined by a racialized conception of “threat” in which the Uyghur population is conceived of (https://www.tandfonline.com/doi/full/10.1080/14672715.2018.1454111)as a “virtual biological threat to the body of society.”
From government officials describing (https://www.yahoo.com/news/eradicate-tumours-chinese-civilians-drive-xinjiang-crackdown-051356550.html)Uyghur “extremism” as a “tumour” to equating religious observance with a virus (https://www.rfa.org/english/news/uyghur/infected-08082018173807.html), the Party’s discourse frames key elements of Uyghur identity as pathologies to be “cured.”

The Party’s “cure” for such pathologies is a programme of mass internment (https://apnews.com/6e151296fb194f85ba69a8babd972e4b/China's-mass-indoctrination-camps-evoke-Cultural-Revolution))of Uyghurs—perhaps up to one million people according to some estimates— in prison-like (https://jamestown.org/program/evidence-for-chinas-political-re-education-campaign-in-xinjiang/)“re-education” centres based on analysis of the data harvested through its system of “predictive policing.”
Here, receiving a phone call from a relative studying or travelling overseas or attendance at a mosque can result in an almost immediate visit from local police and indefinite detention in (https://www.buzzfeednews.com/article/meghara/the-police-state-of-the-future-is-already-here#.uraMP407W)a “re-education” centre (https://foreignpolicy.com/2018/02/28/a-summer-vacation-in-chinas-muslim-gulag/).
The totalitarian regimes of the twentieth century—Stalin’s Soviet Union, Hitler’s Nazi Germany and Mussolini’s Fascist Italy—while divergent ideologically were united by their drive to make a “total claim” on the individual. “They were not content,” as historian Ian Kershaw reminds us (https://www.penguinrandomhouse.com/books/537843/to-hell-and-back-by-ian-kershaw/9780143109921), “simply to use repression as means of control, but sought to mobilize behind an exclusive ideology to ‘educate’ people into becoming committed believers, to claim them soul as well as body.”
The goal of China’s “re-education” of Uyghurs, according to (https://www.rfa.org/english/news/uyghur/infected-08082018173807.html)a Xinjiang CCP Youth League official, is to “treat and cleanse the virus [of “extremism”] from their brain” and “restore their normal mind” so that they may “return to a healthy ideological state of mind.”
Under Xi Jinping’s leadership, China is thus arguably pursuing a “total claim” on the bodies and minds of the Uyghur people via a twenty-first century, technologically-enabled version of this—a “totalitarianism 2.0.”

The Chinese government is not only a danger to the Chinese people.

This should be taken as a blueprint for the type of society which would be imposed on any country invaded by China or subjugated by it.

Owning welding equipment
Owning extra food
Owning a compass
Owning multiple knives
Abstaining from alcohol
Abstaining from cigarettes
Wailing, publicly grieving, or otherwise acting sad when your parents die
Performing a traditional funeral
Inviting more than 5 people to your house without registering with the police department
Wearing a scarf in the presence of the PRC flag
Wearing a hijab (if you are under 45)
Going to a mosque
Listening to a religious lecture
Telling others not to swear
Telling others not to sin
Eating breakfast before the sun comes up
Arguing with an official
Sending a petition that complains about local officials
Not allowing officials to sleep in your bed, eat your food, and live in your house
Not having your government ID on your person
Not letting officials take your DNA
Not letting officials scan your irises
Not letting officials download everything you have on your phone
Not making voice recordings to give to officials
Speaking your mother language in school
Speaking your mother language in government work groups
Speaking with someone abroad (with skype, etc.)
Speaking with someone who has traveled abroad
Having traveled abroad yourself
Merely knowing someone who has traveled abroad
Publicly stating that China is inferior to some other country
Having too many children
Having a VPN
Having Whatsapp
Watching a video filmed abroad
Wearing a shirt with Arabic lettered writing on it
Wearing a full beard
Wearing any clothes with religious iconography
Not attending mandatory propaganda classes
Not attending mandatory flag raising ceremonies
Not attending public struggle sessions (Cultural Revolution style)
Refusing to denounce your family members in these public struggle sessions
Being related to anyone who has done any of the above
Trying to kill yourself when detained by the police
Trying to kill yourself when in the education camps proper.
