Is there anywhere to find the percentage of i1 dna in east england?
There are good maps for I1 and the other haplogroups in the Genetics area of this site...and of course you could Google 'Haplogroup I1'.

It appears to be associated with the British Isles (England, Scotland, Northern Ireland), Denmark, Sweden and Norway so far. This is going off what YFull has displayed so far and this is subject to change.

If you're counting only Eastern England you're going to be ignoring the rest of England, which is going to inflate numbers and give a skewed view.
