Hassel's numbers probably come from one of these sources: "Annalen der Preuss. Staatswirtschaft und Statstik 1804", or "Das Handbuch über den Kön. Preuss. Staat von 1804". So his numbers probably reflect the situation as of year 1804.

In December 1805 Prussia annexed Hanover but ceded Ansbach and Kleve. And Hassel's data doesn't include Hanover. So Hassel's data is probably from 1805 but before December. Surely between 1803-1805.

Both Münster and Paderborn are included by Hassel, so his numbers must refer to the year 1803 at the earliest. So Hassel's data on Prussia's population reflects the situation after the Reichsdeputationshauptschluss of 1803.
