I agree with you, the context is just that. Putin knows what the Russian electorate wants to hear from him. There is so much discussion about the real possibility that the Russians have managed to invent those super weapons. At least for a couple of them it seems impossible. But also must be said that in recent years the Russians have heavily invested in the modernization of their army and the nuclear arsenal. For example:Election time is coming soon in Russia. Putin is selling his "protector of Russia" image.
