Attachment popup is a blank page

I am trying to start a thread with an attachment. My profile does indicate that I am allowed to upload attachments.

    Steps to reproduce:

    1) Login to Eupedia
    2) Go to http://www.eupedia.com/forum/forums/...-the-Ethnicity
    3) Click "+Post New Thread"
    4) Click "Manage Attachments"
    5) A blank popup appears with a URL like "http://www.eupedia.com/forum/newattachment.php?do=assetmanager&values[f]=221&contenttypeid=1&poststarttime=1470191363&post hash=adc8ae7343ed8bc032c4aaaba4097452&insertinline =1"

Closing and reopening my browser does not fix the problem.
Trying Internet Explorer does not fix the problem.

    Microsoft Windows 8.1 64 bit
