I think Shetop explained it nicely and only further testing can give clear answers. Another possibility is (like Pakistan) there could be some Greek dna passed on from the times of Alexander the great occupation. Babylon was an important commercial Centre, Iraq was in the middle of the empire and Alexander himself died there, so I am presuming it would have been an important spot with a good number of troops in the region.
According to this article from Wiki it seems that ydna E-78 (parent clade of E-V13) is rare among Marsh Arabs (.7%) and we do not know how many of those are actually E-V13. The highest being J1 at 81%

A 2011 Study showed that Marsh Arabs have a high concentration of Y-chomosomal Haplogroup J-M267 and mtDNA haplogroup J having the highest concentration, with haplogroups H, U and T following.[16] According to this study, Marsh Arabs have the following haplogroups.
