H2a is most common in Scandinavia (around 7% in Sweden) and Saudi Arabia where it reaches 5%. So it might be linked to the IJ Y-DNA haplogroup.
H2ab3 is not a valid mtDNA haplogroup. Assuming you mean H2a2b3, H2a2b is most common in England, and H2a2b3 is most common in Finland. So it's likely North West European.
