I have had a 17 STR test, and on looking on a Y DNA site another person with the same Y haplogroup has the same test results as me, from 15, out of 16 he also tested, the other 16th is only a single number lower. These results although small could they show a connection ?. The other person did not test my 17th, but matched exactly 15 out of 16, with the other only 1 digit lower on the 16th is this close. or is it enough to prove a recent conection.

Imo, strictly, interpretation of matching in general also depends on the STR markers and their mutation rate, but no company choose only markers with relatively fast rates.
The answer is no, a 15/16 match generally doesn't "prove" "recent" connection, which doesn't mean there is not such connection necessarily. Many more STR markers would be needed to evidence it, if it's real. If you belong to a rare haplogroup, then the chances are a bit better, still...
Just for example, I have a perfect match at Y25 who belongs to a clade separated of mine by 4500 years, which corresponds to the TMRCA of our closest common clade.
Convergence plays a role more frequently in certain circumstances, as in Y12, Y25, Y37... And haplogroups like R1b-L23 are more subject to it, due to high frequencies.
Of course, there are odd cases. In the last one I've seen, the two guys were 12/12 and separated by almost 70k years.

It is a rare Haplogroup, and I only have the 17 str marker test results, although the other person has a lot more. I will wait to see how things develop, or pan out, before I decide whether to go for more.

I was using smartphone and didn't notice your haplogroup. Now, visualizing the full version of the page, I see you're H2. Cool! It's indeed rare in Europe. It supposedly makes him a better "candidate". But it also depends on what you call "recent"; "proof" would be a strong word when it comes to a 15/16, in this context. You would prove a (non-)close relation just with further tests imo.

I have been using FTDNA Y, for H2 P96, and its a entry on there who has the 15 matches to me out of 16.

The other yhr .org, I entered all 17 strs which fit the 17, in there, and it came up, found no "Haplogroup match in 225,098 Haplogroups". (95% CI ? : 1-infinity - 1 in 61,021 )

I and another in UK Y H2 have a possible further downstream/terminal Subclade, due to being positive for the SNP M9313, which represents downstream subclade 'Y H2a1', but this has no entries on the FTDNA, Y H2 site yet.

So at the moment its a waiting game
