The author is a Clyde Winters who, as far as I can research, is an American Afrocentrist. The fact that someone like him is allowed to exist on academia.edu is an example of how little they actually respect him, and don't hold him to the standards of white counter-parts. Because he is of no-threat to anyone, because of how self-evident his lunacy is.
Academia edu is a site individuals can join, create their own page and upload their own papers. Winters has undergraduate degrees in History and Anthropology but his graduate work is all in Education (Masters and Phd). He is purely a social scientist, with as you allude to afro-centrist political ideology. He has no Research Degrees, at all, in the fields of Genetics, Archeology, Anthropology or Linguistics.
Do a google scholar search on his research and you will see lots of papers in Educational theory, practice, etc (Which he does have Graduate degrees in, for the record) but you will also see him writing about archeology and genetics which he has no background in. You will also see no legitimate peer reviewed journal in leading genetics, archeology, journals etc publish his stuff. No serious scholars in any of the hard science fields takes him serious as evidenced by what he publishes, and where he publishes papers. Just look at his reference lists in the papers he writes. Most are neo-marxist or afro-centrist (i.e. Diop) political theorist.
I did a brief google search of his literary works, apparently he believes Africans explorers discovered Atlantis in Mexico. It is so foolish, and sad that some sliver of humanity may believe it to be true.
