balcanic and the rest of the east countries should have the chance to become part of the union, or they are still too corrupt and poor?

It seems to me that after the outbreak of war between Ukraine and Russia, all the countries close to Russia should join some kind of alliance, like NATO or the EU, for protection against the enemy with an inadequate dictator in power.
