Civilizations succeed screwed?

If we look anywhere around and if we check history books, we realize that humanity's history is the one of progress toward civilization.

However, if we look at history in a more cyclical way(which is not to say that history is necessarily cyclical instead of linear), we see that civilization is a shaky and delicate creation.

The Roman Empire collapsed invaded by 'barbarians', who apparently were able to defeat the state that had been beating other kinds of barbarians for centuries.

If the West retook its adventage is because we became barbarians and were able to reconquer Spain to the civilized Muslims. As well as the settled Eastern Empires (Ottomans, Qing, Mughals).

But the civilizations themselves always die out to a great extent. Sometimes literally, just look the societies that gave hundreds of millions of emigrants during the Modern & Contemporary Ages, 'having to receive them' by the millions.

And also we have to look at social and political lowlifeness. Just to see how the cultural elites are keen in undoing what previous elites built, and siding with nationalists of low-level peoples against the main civilization. At least third world traitors 'marry up' for an stable and prosperous system, ours marry down.

The sad thing is it seems something very difficult to break, as it happens constantly.
Maybe it's just a consequence of living a confortable life.
Maybe this has its rationale and it's the easiest way to run consolidated civilizations??? "Easiest" taking into account human stupidity and political incompetence.
