Good guesses, both. Sorry, I'm out of juice.
She is Princess María de las Mercedes of Bourbon-Two Sicilies, mother of King Juan Carlos I of Spain, and grandmother of the current King. "María was born in Madrid, daughter of Prince Carlos of Bourbon-Two Sicilies, Infante of Spain, a grandson of King Ferdinand II of the Two Sicilies, and his second wife, Princess Louise of Orléans, daughter of Prince Philippe, Count of Paris, a pretender to the French throne."
In addition to the Spanish and French lines in her, I'm sure there was Austrian Hapsburg as well, and some House of Savoy etc., but yes, she winds up looking Southern French, Spanish, or even Northern Italian to me.
A young Juan Carlos:
To my eyes, while his father showed the Austrian ancestry, he took more after his mother.
So does his son, the current king.
