Only the first picture looks clear. It's hard to tell from the rest.

He kind of looks like he could be Sami. But it could just be the expression in that one picture.

He does look Sami in a way, my great grandfather was actually English and Irish ancestry, and possibly Welsh too since his surname is Watkins.
His Y - DNA haplogroup is R1b - L21 too
