I recently received my lab results from 23&me and the results were I-CTS6397. I guess this is either an uncommon or lesser-known subclade.
From my understanding the taxonomy continues:

CTS6397
|___PH803 / Y9413
|___A8158
|___A8162
|___Y33718


Does anyone here have any additional information on I-CTS6397? Looking for specialized regions from where it broke off of I1 (M253), and perhaps when.

Wow, you're right, it is rare. It is descended from I1b, Z131; 99% of I1 is descended from I1a, DF-29. Seems to be found in Northwestern Europe as a rule.
 
What would make any particular subclade rare? My understanding is new subclades were/are created when mutations occur in the DNA. Climate changes? New immunities?
 
What makes I-CTS6397 rare is that the vast majority of the descendants of I-M253 belong to I-DF29 (99%). M253's descendants split into three branches, those branches can be seen here.

What makes subclades rare is dependent on how successful the lineage was, this "success" can be determined by a number of factors ranging from war, daughtering out, environmental catastrophies that negatively affect the population, etc.
