Was Y-DNA Q and R overwhelming majority in Siberia before migration of Y-DNA N?

Today, Y-DNA N is mostly common in Siberian tribes but according to this map, Y-DNA N originated in China and migrated to Siberia.

N Ydna is from K-M9 haplogoroup

along with Ydna , R, T, L, M, O and Q........................you could be correct..........I thought it was more near modern Uzbekistan

I don't think T, L, M and O was of common in Siberia.
