The boy on the photo looks very Norwegian to me, typically south east Norwegian, area north of Oslo towards Trondheim along the Swedish border. But the phenotype can be find other places in the Nordics also. Could also be central Swedish origin. Area is high on I1a but the East Asian narrow looking eyes (common in Scandinavia, more towards north) is maybe from south Saami genetic input (Y-dna N1c) from Iron Age.
The guy on the first photo is Mattjö Haussy, also has a bit of these narrow, kind of Asian, looking eyes. His eyes reminds me of the Norwegian actor Jakob Oftebro (search Google images). But Oftebro and Norwegians in general have smaller noses than the French guy on the photo above.
Normandy was settled by both Norwegians and Danish during Viking era, so the I1a in Normandie likely comes from that. The word “Norwegian” in Norwegian is actually “nordmann”, so very similar to “Normandy”. It could be that the French guy on the photo has some traces of ancestry from Scandinavia, e.g. his narrow eyes, although nose etc doesn’t look very Scandinavian.
