He probably has an extensive network of sympathisers that help him keep undercover in Belgium.

The kind of people who work for Amnesty are usually well intentioned, but, as you say, also very often naive. That said, it's not always that easy to figure out if you're being "played". Some people are very skilled liars. It also helps, as in the case of this guy, when the looks belie the murderous intent.

Not on point, but good to keep in mind when tempted to tar all people in the Near East with the same brush, here's an article about the reaction of the inhabitants of this Syrian town when they were liberated by ISIS. So much for the whole, well, the women may want to wear the burka...I guess a lot of them don't.
