In the book Freakonomics, the authors find a correlation between cheating (and crime in general) and unseasonably cold weather (chapter 1, page 45). Conversely, unseasonably warm weather inspires people to be more generous and cheat or steal less.
This may seem a bit far-fetched, but couldn't there be a connection between warm-country immigrants committing more thefts and cheating more than natives in colder countries (e.g. African or Middle-Eastern immigrants to Northern Europe) ? If weather that we consider too cold for the season affects our behaviour and likeliness to cheat or commit crimes, then people born and raised in warmer climates would surely be more disposed to comit crimes after moving to a colder country.
This may also explain why cold-countries tourists or business people often care less about their spendings when visiting warmer countries than when staying in their country or visiting neighbouring countries. Of course hot countries tend to be poorer, and so prices cheaper too. But it is not always the case. A Northern European visiting Italy, Florida, Hawaii or Australia will typically spend more in these countries than at home, despite prices that are sometimes higher. Maybe the Italians have well understood this phenomenon and this is why it is so expensive to be a tourist in Italy (often more than in Northern Europe), while life might be cheaper for a regular resident.
In any case, it has often been observed that migrants from colder regions to warmer regions cause less problems than the reverse, because the former are more easily pleased and happy just by the better weather which they aren't used to.
More studies need to be done to confirm or invalidate this.
