I don't see why not. You will find linguistic diversity everywhere prior to the proliferation of the radio. Highly distinct, even mutually unintelligible dialects were found as standard between different city states and regions internal to the modern national borders of Germany, France, Austria and Italy. Almost certainly the same phenomenon would've been the case with lands encompassed by modern Poland, Ukraine and Russia.
